Late-Season Waterfowl Hunting Opportunities

The Permit Hunting Opportunities Program, formerly known as Special Hunts, was established by the N.C. Wildlife Resources Commission (referred to throughout this guide as the Commission) to provide permit hunting opportunities across the state to licensed hunters. These permits allow for managed participation and provide unique hunting opportunities for special areas or species such as dove, deer, bear, waterfowl, tundra swan, turkey, small game, and furbearer trapping. This program also includes special opportunities for youth and persons with disabilities. The program offers both quota and non-quota (point-of-sale) hunts.

This program is comprised of state-owned game lands, private lands, and federal lands. The Commission administers the hunts on game lands and some private lands. It also administers the permit application and draw process. Non-Commission program participants such as the U.S. Fish & Wildlife Service–National Wildlife Refuges (NWR) facilitate and administer the hunts they have listed in this program. Hunts taking place on private or federal lands may have separate rules and regulations pertaining to their hunts. These program participants include: Currituck NWR, Mattamuskeet NWR, Pocosin Lakes NWR, Roanoke River NWR, and Mecklenburg County Park & Recreation.

Youth Tundra Swan Permits for North Carolina State-Level Nongovernmental Organizations


The North Carolina Wildlife Resources Commission (NCWRC) has established a program that allows up to 10 swan permits exclusively for North Carolina state-level nongovernmental organizations (NGO), whose mission is consistent with that of the NCWRC, to provide youth with swan hunting opportunities. State-level NGO is defined as a statewide organization, not the national level or local entity of a statewide organization. NCWRC objectives of this program are to work collaboratively with our conservation partners to increase youth hunting opportunities and to promote the recruitment and retention of hunters. The following is an outline of the procedures for obtaining these permits.

Program Procedures:

  1. Permits will only be available for youth hunters less than 16 years of age.

  2. A maximum of two permits will be allowed for each state-level NGO (national levels and local entities/chapters may not apply). If there are more NGOs seeking permits than are available, a random draw process will be used to determine which NGOs will be awarded permits and how many.

  3. NGOs must submit the attached form by October 1 to request permits. Upon completion of the issuance or draw process, NGOs will be contacted by NCWRC regarding the status of their request. If successful, NGOs will be required to pay a $10 application fee for each permit awarded at the time they provide the youth’s information. This information and fee must be received by NCWRC 15 days in advance of the desired hunt date.

  4. Selected youths must meet all license requirements before a permit will be issued. It is the NGO’s responsibility to verify that the selected youth is properly licensed. In the event that a selected youth does not have a valid hunting license, the NGO must provide the NCWRC with the name, address, telephone number, and WRC customer number of the properly licensed adult who will be accompanying the youth when swan hunting.
